M-NCPPC seeks a Deputy Director of Parks and Recreation, Facility Operations, in Prince George’s County, MD (population 844,190). The Department of Recreation maintains an Agency Fund to be utilized as a conduit for monies collected and disbursed for courses taught by contractual instructors. This position analyzes the revenue collected and recorded through an automated registration system, calculates the instructor's payment based on the contract specifications, reconciles each account within the Agency Fund, disburses the net revenue to the Recreation Special Revenue Fund, and prepares quarterly close out reports for management.

The position manages financial assistance program, determines eligibility, approves applications, and reports usage; manages the debt collection process; processes account adjustments in our automated registration system to make corrections to staff data entry; reconciles credit card statements; reports abandoned property to the Division of the Controller; calculates and prepares disbursement of funds to the State of Maryland for sales tax; processes journal entries; serves as liaison with other County agencies for program registration and transfer of funds for payment; approves vendor payments in Oracle; and provides training for Fiscal Assistant. Baltimore City Department of Recreation and Parks seek a results-oriented, professional to provide leadership and business management of our Special Facilities which include, but not limited to: soccer pavilions, ice rinks, rental facilities, historic facilities, nature/botanical facilities, and fitness facilities. The Property Manager / Contractual (Non-Civil Service), will receive managerial direction from the Deputy Director of Recreation and Parks.

The Property Manager will have overall responsibility for the Special Facilities including but not limited to the following:

• Analyzing and marketing for continual improvements in participant use and facility condition.
• Managing all financial operational aspects
• Coordinating facilities maintenance.
• Managing contracts associated with the properties.
• Develop long term plans and creativity in opportunities beyond the direct function of the facilities.
• Providing excellent customer service to all users.
• Supervising and directing facilities staff and volunteers
• Working with the Partnership Manager to secure sponsorships, and other alternative sources of income.

Knowledge, Skills and Abilities:

• Knowledge of the current trends and developments in the field of property management;
• Ability to establish rental rates by surveying local rental rates; calculating overhead costs, depreciation, taxes and profit goals;

Preferred Qualifications:

• A Bachelor’s degree from an accredited college or university in public administration, business administration, finance or a related field. A minimum of five years of experience in the leadership and business management of multiple revenue generating facilities, including at least three years of supervisory responsibility such as disciplining, evaluating the performance of and recommending the hiring, firing, and promoting of others.

Description:
The Prince George's County Department of Parks and Recreation, of the Maryland-National Capital Park and Planning Commission is seeking an Arts Facility Director at the Montpelier Arts Center. This individual is responsible for the day to day operation and management of a visual arts center, located in Laurel, MD, which operates 7 days a week. Duties will include curating and installing art exhibitions, negotiating leases with resident artists, implementing and evaluating art classes, programming music series for both indoor and outdoor venues, other arts events which will appeal to the local community.

Supervises full time and part time program staff. Acts as the liaison to the Montpelier Advisory Board, gallery committees, and other community artists and arts organizations; overseeing maintenance, security and improvements of the facility and its equipment; Managing all marketing and public relations for facility programs. Monitors expenditures and revenues, cash handling and provides budget estimates and reports and establishes operating procedures.

Manages operations at a multi-functional recreational facility. Establishes operating procedures. Ensures safety and security of building and patrons. Controls expenditures in accordance with approved budget. Procures equipment and merchandise. Solicits bids and price quotes from vendors and contractors. Selects best offer and initiates purchase requisitions and check requests.

Supervises staff. Recruits, selects, trains, and evaluates staff. Recommends disciplinary action. Approves time cards and leave requests. Plans, schedules, and assigns work. Conducts performance appraisals. Counsels and disciplines employees.

Manages facility records and reports. Prepares and maintains a variety of administrative records of facility such as revenue and expenses, inventory of supplies and equipment, memberships, time cards, rentals, facility maintenance, and attendance. Prepares administrative reports.

Minimum Qualifications:

1. Bachelor’s degree or four years experience in one of the following fields: parks, recreation, education, business administration, physical education, communication, leisure services, or in area of required specialty; and
2. Three years of progressive professional experience working in a facility related to parks, recreation, education, business administration, physical education, communication, leisure services, or area of required specialty, including one year as a facility manager, program coordinator or supervisor; or
3. An equivalent combination of education and experience; and,
4. A valid operating license (i.e. county pool operator’s license, child care license, etc.) where appropriate.

Job Summary and Distinguishing Features of the Work: Develops, manages and supervises recreational programs and activities for assigned facilities. The level II class is focused more on recreational programming than facilities operation.

Essential Job Functions: (Not all functions are performed by all incumbents.)
* Develops and implements recreational programs, events, and activities which serve those who frequent assigned center or program.
* Plans and develops programs that engage the youth in a positive way through physical and mental exercises. Responsible for advertising events, hiring staff and budgeting for expenses.
* Serves as a liaison to a variety of volunteers and civic organizations, such as The Boys and Girls Club, Red Cross, etc.; attends meetings and schedules facilities as needed.
* Schedules staff, facilities and equipment and arranges for the acquisition of supplies and services in accordance with city purchasing and personnel procedures.
* Evaluates specific programs regularly to ensure they are progressing towards stated goals.
* Coordinates rental usage with the main office and local youth organizations for assigned facility and field usage with Public Works
* Ensures the safety and security of assigned facilities by monitoring clients entering and exiting assigned facility; ensuring clients who enter assigned building have proper identification and are using equipment in an appropriate manner; making regular safety checks of assigned building including doors, windows, lights and all recreational equipment; and monitoring building maintenance and utility system to ensure proper operation, requests needed maintenance and repairs of the Public Works Department.
* Supervises and trains part-time, intermittent and volunteer staff for area recreation programs (e.g., referees, instructors, playground leaders and center staff).
* Monitors and logs in part time hours and forwards completed time sheets to supervisor.
* Assists in the annual departmental budget preparation.
